The path that led to a signature on a certificate

In 2009 Aslan Aydamirov initiated and accompanied an amendment to the Latvian Animal Protection Law (Dzīvnieku aizsardzības likums) in the Saeima. The amendment was passed on 17 September 2009; Cabinet Regulation No. 310 was amended on 20 October 2009 — slaughter under religious tradition gained a legal basis. The Halal Standardisation Committee was established immediately afterwards and the methodology Par halal produkcijas ražošanu was written under sharī'ah requirements and agreed with the Latvian Food and Veterinary Service (PVD).

After 2009 the Lithuanian Ministry of Agriculture invited him as chief consultant during the adoption of a similar provision on religious slaughter. Continuous certification and slaughter supervision in Latvia, Lithuania and Poland have been in place since 2009.

In September 2015 Aslan Aydamirov appeared on LTV7 / Rus.LSM explaining the principles of halal slaughter in Latvia and the export pipeline for finished product. From that point on he has been publicly recognised as chairman of the committee.

In certification documents from 2024/2025 he is designated as “Chief of committee / standardisation of marks „Halal“”. Under his leadership the committee delivers operational work under contract with producers, ensures inspector presence at slaughterhouses and issues export paperwork for the EU.

His remit covers verification of slaughter conditions, alignment with Regulation 1099/2009, cooperation with the Latvian Food and Veterinary Service (PVD) and approved slaughterhouses, as well as the training of new inspectors.

On religious norm and law

Halal ends where the violation of law begins. Religious norm does not override the state norm.

The committee does not issue a certificate if the establishment breaches veterinary rules or EU Regulation 1099/2009. The sharī'ah norm does not override the state norm: no religious argument exempts an operator from responsibility before the law.

On the independence of an inspector

An inspector who is „friends“ with the slaughterhouse owner is no longer an inspector. He is a representative of that slaughterhouse.

Any conflict of interest is logged and transferred to another inspector. Inspector participation in the commercial activity of the audited establishment is not permitted.

On documents and memory

If a process cannot be read in three years, it did not happen.

Every certificate is tied to a unique identifier. Protocols, photo-evidence and visit journals are stored and available to a third-party auditor.

On the limits of responsibility

We certify the process. Responsibility for the product stays with the producer and the veterinary service.

The committee complements state oversight, it does not replace it. Suspension or withdrawal of a certificate does not cancel the producer's obligations towards PVD.
